Proposal for Infrastructure Development Plan at Chator Noyapara Resettlement Slum (ATI), Gazipur

Specific objectives of the project are to (i) make a permanent legal document for land allotted to the resettled families; (ii) design a physical plan with proper land use distribution and infrastructure for the area; (iii) seek sources of loan funds for housing and infrastructure development of the area and make the loan a recycled fund; (iv) build a community level participatory conditions among the inhabitants; and (v) involve NGOs for organising health, hygiene, food, and sanitation facilities for the community. The location of ATI (Agricultural Training Institute) slum area is very close to the existing ATI. The slum dwellers were occupying the site reserved for ATI prior to construction of ATI complex. Before construction of ATI complex the slum dwellers were evicted and the Paurashava Chairman on humanitarian ground took decision for resettlement of the slum dwellers. The location for resettlement was fixed at the vacant land adjacent to ATI buildings and the people were relocated there. The Chairman of Gazipur Paurashava in 1997, after discussion with the Prime Minister and Agriculture Minister allotted 0.05 acres of land to every dweller on the ATI area with limited rights : (i) rights to enjoyment of the allotted lands will be continued generations of the allottee; (ii) rights of enjoyment is extended to build houses and plantation of trees; (iii) transfer of ownership is not permitted; (iv) transfer of ownership will lead to cancellation of allotment and the family will be removed from the area; and (v) this land can be recorded in the name of the existing owners and their future generations, but they cannot sell, transfer or sublet to others. The researcher will do the following jobs : (i) conduct 100% socio-economic survey in the settlement area; (ii) prepare a complete infrastructure development plan to meet basic requirements of the settlements people; (iii) approach donors/banks and sources of fund; (iv) prepare cost estimate for development plan of an area; (v) training of NGOs working in the area and slum dwellers for infrastructure and shelter improvement; (vi) measure for permanent tenure arrangement for the people; and (vii) awareness building programme for slum dwellers in health, education, sanitation etc.
