Public Inquiry Commission on Violations in Garments industries in Dhaka and Narayangonj

Most of the factory or labour laws, orders and regulations are not being implemented in Bangladeshi garment factories. As a result, the workers are being deprived of their various rights. They are suffering from various problems like sudden dismissals, unfavourable working conditions, extra-ordinary long working days, compulsory overtime work, lack of health and sanitation, absence of medical facilitators, low wages, dismissals without payment of wages or bonus, etc. They are not allowed to take part in any trade union activities. As a result, they are not in a position to bargain. It has been reported that they face pressure, even physical abuse, if they try to make any organized demands. Recently several trade union organizations and activists voiced the conditions of work, especially of the vast number of female garment workers. They also felt the need to establish an impartial inquiry by the Gonotadanta Commission (Mass Enquiry Commission). It is expected that the Commission will be able to formulate recommendations that will have a positive impact to improve the working conditions of the Bangladeshi garment workers. Specific objectives of the project are:

l To collect data, information and documents related to facts and circumstances of the incidents of gross HR violations;
l To identify specific violations a) of factory laws, labour laws related to health and sanitation b) security and safety c) employment policy d) trade union rights and existing bargaining conditions;
l Review the development of garments and knitwear industry from its inception to present time;
l To collect data related to the volume of investment, production and foreign exchange earned year by year;
l To identify some common problems faced by the garment workers;
l To formulate recommendations for the upgrading of garment workers;
A 7 member Gonotadanta Committee that includes 2 Commissioner Judges, one Commission Secretary and 4 investigators are already in the process of implementing the project.
